1.4 Summary
1.
Aim:
To promote the RIGHT–DIGNITY and increase access to Health / Mental
Health and Social Services for homeless and socially excluded people
in 2 Candidate Countries : Romania and Bulgaria and in 3
Acceding Countries : Czech Republic, Poland, Latvia.
2.
Target
groups:
professionals, voluntary and volunteers working directly with homeless
and socially excluded people. This would, for example, include social
workers, psychologist, G.P. doctors, nurses, and NGO staff.
Indirectly : marginalised and exclude people.
3.
Main
activities :
·
Realising an exchanging/visits program, consisting in 5 countries of
EU: B-DK–S-F-Italy.
·
1 European Seminar that gather all countries and representatives from
all EU.
·
Publication and dissemination of discussions and recommendations
1.5 Objectives
1.
To realise, after the project “Dignity and Health
-5Projects”, a second phase with a real “bilateral” &
“symmetric” inter-exchange, in order to satisfy many requests
presented by actual partners of project
D&H-5P, between the 5
partners: two of candidate (BG-RO) and three from acceding (CZ-PL-LV)
countries and five countries of actual EU.
The project D&H– 5-P, supported by Commission, consists in realising
visits/exchanging and conclusive transnational workshop – at rotation
– and it is realised in each of 5 Partner’s Countries (Phare). D&H-5P
will conclude in June with the Seminar in
Prague,
where we could starting at same time the second phase.
2. To realise the second phase of D&H-5P that will consist for our Five
Partners of in visits / exchanging – in these inviting cities :
Brussels,
Paris, Rome. Madrid, Copenhagen,
In the
annex list there are divers Associations and Institutions working for
promoting concretely access to rights : health , resources, housing,
job, educational training and discuss with the local staff the daily
practices and local dispositions that either interferes with or
encourages access to social and healthcare services for homeless and
vulnerable people.

To present – each delegate of 5 Partners (Phare) with local workers
– the health and mental health
system and resources and local social
protection, each of own country, if and how exists any especially
attention for disadvantaged and excluded people.
4.
To increase with this exchange of information and knowledge between
the 5 external invited people and
local workers, the knowledge
of EU objectives included in NAP, as it can be applied to problems
arising
in their daily work
5.
To increase – with all these initiatives - awareness of EU action and
program with national and regional policy makers.
6.
To produce local reports and materials which can both assist local
practice and inform local policy and planning
7.
To produce a final project report to enable wider dissemination of the
local findings and to encourage international benchmarking.
1.6 Justification
a)
Relevance of the action to the objectives of the programme
This
project will increase local knowledge of EU human rights legislation,
an integral part of membership
of the European Community. It is
consistent with the “open coordination method” for ensuring the
development of common European social policies. It will
strengthen the effectiveness of organisations working for the
protection of socially disadvantaged minorities.
b)
Relevance of the action to the priorities of the programme
The introduction of the free market into Eastern European countries
has had the effect of removing large numbers of uneconomic jobs. These
jobs, although economically ineffective, were significant support
mechanisms for many people at the lower end of the socio-economic
scale, with limited skills and resources. Without this support, it has
become apparent that there have been increasing numbers of homeless
and socially marginalised people in these societies. To address their
needs will go some way towards reducing the negative impact of the
free market in these countries.
By focussing on the potential impact of EU law, this project will
heighten awareness that legal
mechanisms are not merely for societal
control but that they can also be used to establish the rights and
entitlements of individuals.
c)
Identification of perceived needs and constraints in the target
countries
Contacts were made with Eastern European organisations during previous
pan-European SMES
seminars. They requested assistance for increased
contact between themselves and EU organisations working with the
homeless, particularly those with serious mental illness.
d)

estimated number of direct and indirect beneficiaries
N.B.:
this target group is composes more of representatives of Associations
who participated in
Prague Seminar.
e)
Reasons for the selection of the target groups and activities.
Homeless and disadvantage people often do not use normal or official
avenues to gain entitlements
or assistance for themselves. Thus
mainstream health and social services will often not have any
significant or consistent
contact
with them.The participants involved will belong to organisations that
have a track record of engaging with and successfully providing
services to homeless and socially disadvantaged people. They will
therefore have regular contact with these groups and will already
possess the necessary background knowledge and experience of working
with them. They will be in a position to immediately use knowledge
gained in the workshops in their daily work with homeless and
disadvantaged people.
f)
Relevance of the action to the target groups
Participants will be people who work with inadequate resources to
provide care and support for a very deprived group of people. The
project will help them to develop knowledge and skills that can be
used in their daily work with individual clients and will not generate
any direct extra costs for their organisations.

B. LOCAL PROGRAMME:

European co-ordinator : before beginning the programme, he will send
to all five partners the
clear and complete information about method
of second phase; the general profile of the
institutions and
Organisation which the partners will visiting for exchanging.
b)
Local partner & co-ordinator : before beginning the programme, must
take

Contact regularly with European co-ordinator in order to have the last
information about methods and partners
·
Contact with the local Associations in order to inform about the
project, call for showing interest in participating explaining the aim
and to overcome any questions, asking for collaboration in order to
preparing visit with team and users.
·
Contact with the 5 “invited” Partners (Phare), sending a clear and
complete information
about the date, method and profile of the
institutions and Organisation that the partners
will visiting for
exchanging, asking about eventual desiderata.

Realising visits/exchanging

This
is a suggestion for "frame" of agenda for all
the
5
programs.
We suggests to all participants beginning the Wednesday morning for
this each delegate must arrive or Tuesday evening or early of
Wednesday.
Each local coordinator
must adapt the agenda
to local contexte and he
is the
responsible of

and
flexibility, according with European coordinatotion.

a)
Wednesday
morning
: “briefing” meeting in the centre of local organiser with all
partners or delegates, in order to discuss and agree agenda and
appointments.
b)
Thursday & Friday : realisation of
program visits/exchange, at minimum 5 centres. Will be possible
perhaps join others visits, id useful, but only as shortly visit.
Because
the aim of visit/exchange is in meeting with the team, and if is
possible joint with any users, to analysis in what way the project to
contribute to Dignity – Health – inclusion, both for
users and for
civil society .
Evaluate – longitudinally -the evolutif process of health and
reinsertion, also with case study of a user, who should reinforce the
Project, as being a ‘good practice’.
The “case” will be possible to use as an emblematic case (problems,
solutions…), the Saturday
in workshop.
c.
Saturday : small seminar where will be invited to
exchange with invited 5 delegates of (Phare) Partners all local
visited Associations and other interesting local people, reproducing
the good method and practice of our small seminars of D&H-5P that we
are realising in the Prague, Bucharest, Sofia, cf.: please Warsawa our

In the morning: “theoretical session” where will be presented any
shortly speeches about choised topics, with round table and debate.
·
In the afternoon “practical session” workshops, where
would be analysed an “emblematic case”
·
In the evening: evaluation meeting & definition of basic point for
local report.
3.
Elaborate the local report :

a)
The local coordinator, sharing the job with each of D&H-5Partners (Phare),
would preparing together (each one will take a specific task) –
“strictly” in the month after the “visits/exchanging” the report of
program including :
§
All usefull documents,
§
Profile with any analyse and comments of visited centres,
§
Global résumé of Seminar, including each speech
§
Any shortly recommendations.
§
Disseminate the conclusions – recommendations - reports .
§
Preparing the participation in Final European Seminar, where all will
be present in workshops.
Cf.: the list of all “good practices” that
SMES-EUROPA identified in 2002 with the European project “To live in
Health and Dignity”.
And of all this Associations we have the analysed
profile.
1.8 Methodology
(a) methods
of implementation
Why are
we choosing to have a information-gathering - and workshop phase in
each locality?
Different
nations have different histories and laws and inevitably have
different social mores and ways of organising services. Uniformity
cannot be assumed across a region.
Other
ways of gathering information such as postal questionnaires are
unreliable and tend to generate
poor response rates. And also to strengten international co-work and inspiration.
Why are
we choosing to have 5 workshops preceding a European conference?
Because,
while all countries have their individual differences, many of the
findings are likely to be shared
by countries who have not been
included in the project and who might benefit from the findings.
It is
also an opportunity to raise the profile of the issue with the media
and policy makers
(b)
reasons for the proposed methodology
Why are
we choosing to engage more with front-line workers ?
Front
line workers are most likely to be aware of difficulties in accessing
services for their clients. They
are the most important/powerful group
in terms of developing access to services for their “users/clients”.
*
For the most part they do not have any legal training yet find
themselves in the position of interpreting
the law to their clients.
They have a direct knowledge of problems and barriers and difficulties
and “a really time” for “inclusion process”: they could suggest
many and very important concrete proposals in order to transform
legislation and offer support for National Action Plan .

For these reasons we recommend that in all of 5 local small
seminar to find all opportunity to invite and have in co-working also
the local authorities responsible of Health and Social Services and
the “users/clients” who are also the direct interested people
and indirectly target of D&H-5P.
It’s
absolutely important this “concertation” and collaboration in order to
realise an useful synergy.

Why are we choosing to have participative meetings rather than, for
instance, produce training manuals?
In terms
of changing individual's behaviour, face to face training is more
likely to be effective than manuals, which may produce a change in
knowledge without a change in behaviour.
*
Why are we choosing to work locally?
The best
people to initiate changes in an area are usually those who are
already involved and have
specialist local knowledge and local
credibility
(c) how the
action is intended to build on a previous action (where applicable)
It is
building on contacts that been established over 10 years by SMES
between European countries.
More
concretely in 2 studies (1996-98 and 1999-2001); 7 seminars from 1991
to 2002.
These
contacts of SMES are between people and organisations working directly
with homeless and
socially excluded people. They have been created
through the SMES international meetings and the
SMES website.

Expected results
2.1 Expected impact on target groups
We expect
that this project will:
·
Enable local providers of services to
homeless/marginalised people to use EU law to gain access
to services
and benefits for their clients.
·
Increase access to benefits and services for
homeless/socially marginalised people
·
Establish a core of local expertise which can
be used to spread this knowledge locally, regionally
and nationally
2.2 Publications and other outputs

Publication of all reports on the SMES
website in both local languages and English

A publication in (at least) the international
English language academic press
2.3 Multiplier effects
The local
lead agency will be able to establish a training programme, using the
results of the local research and seminar, to ensure wider
dissemination in that country.
The
international conference toward the end of the project will create an
opportunity to:

Disseminate the results internationally

Raise awareness internationally of the new opportunities created by EU
law

Raise awareness internationally of the difficulties generated by
existing legal
systems
2.4 Short- and long-term impact
a)
Individual level (how will participants
maintain
contact
and how will information exchange be ensured after the event?)
Follow-up workshops will be established by the lead local agency to:

Allow participants to further develop their
skills and knowledge in this area by fostering
reflective practice

Support participants through the difficulties
they will encounter in using their new knowledge

level (What structural impact will the action have - e.g. will it lead

This aspect of the project depends on the motivation of the local
agencies. The reports
created from the research and workshop phases of
the project will provide a tool with which
to argue for local
professional codes of contact and policy change.
Reference to national action plans to arrive at a common European
level – minimum
common denominator at judicial level
Not a uniformity of practice but adapting practices to regional needs,
starting from a
minimum common denominator at the judicial level.
