Colleagues and friends,

 

SMES Europe is delighted to invite you to Naples from 22 to 24 March, for the third preparatory meeting for the 10th European conference, which will take place in Rome from 18 to 21 November.

 

The central theme for this third preparatory meeting will be 'Migration', and the way it is linked to health (particularly mental health), the right to work and, on a larger scale, social integration in a growing Europe.

ou have a lot of experience and valuable skills in dealing with the welcoming, assistance of and responsibility for people who have for a long time lived in very fragile conditions - migrant people, who travel across Europe in the hope of finding work and comfort, and many other kinds of solidarity.

Indeed solidarity is a notion that figures strongly in the majority of our political programmes and democracies.

This is why we're inviting you, and you in particular, to participate in this preparatory meeting which brings together, along with our colleagues who will welcome us in Naples, many professionals from other Italian towns and indeed other European capitals.

Its aim is to allow all participants to discover, in the course of their exchanges and discussions, new ways of looking at and solving the problems they are faced with every day - not only learning from what is practised 'elsewhere', but also from the confrontation and exchange of ideas, which only this type of meeting can provide.

 

The programme will firstly include a visit to three different services which deal, respectively, with:

  1. Mental health and community

  2. Social rehabilitation and reinsertion through work

  3. Immigration

Following this, a day of exchange seminars and collective development will deal in more detail with the phenomenon of migration and its links to health, reinsertion and citizenship.

The summary and conclusions of these two components will provide a basis upon which to develop the programme for the Rome conference using the steering committee of this one. Finally, for those of you who are members (or who decide over the course of these two days of passionate exchange that you would like to become a member), a General Assembly will be held, followed by a Council of Administration for SMES-EU. The main matter  of this 3th pathway will be "MIGRATION", in relation to health / mental health, work, integration.
 


Here the program suggested

 22 March from 2mp to 18pm :  visits of study in 3 centres working for 
                                                                     a) mental health promotion;    b) work reinsertion;        c) migration integration

 23 March from 9am to 6 pm  :  workshop about  Health /Mental Health  -  Migration   -  work

 24 March form 10am to 1 pm :  General Assembly of SMES-Europa and meeting of CdA.

 Context : when great poverty and mental disease strengthen in generating
     exclusion and violence

 Co-working : in which way Mental Health  &  Social  sector - system - field  is
     confronted, conversed and estimated their practical daily in the perspective to
     offer more efficient and adequate answers - today - to the complex needs of the
     persons residents or migranti, who live in situation of great social and health
     precariousness.

 Inter-mediation  -  outreach  :  in which way is expressed concretely  the
     "deinstitutionnalisation' through take care and to cure in community

THEME 2.  MIGRANTS – DIGNITY & HEALTH :  the homeless migrant nationals and immigrants:
                         reception, assistance, proximity. The right to health and safeguarding access to health and social
                         services.
right of the person and respect of the difference; facilitation in the access to
                         the services; integration and participation to the citizenship.

 
 
CONTEXT :  15 years after  ... what is exchange compared to the past about the presence of the
          immigrants with permission documents and without?

          today   ...    the which situation compared to the past about the legislation and with the
          programs: reception - integration - rejection; ambulatory and social and medical
          dispensaries which guarantee to all the right to health, even with those which do not have
          right of residence. .

GENERAL PRESENTAZIONE of  10th SMES Conference


 BASIC THEME  of the Conference: "Mental health and Social Exclusion: since 15 years which changes?...
      into positive or into negative?   Which priority strategies have or should acting out in relationtion to : 

               1.   Mental Health & Social Exclusion:  mental health is not a priority in Europe  
                     (cf.
Green paper European Commission)

               2.    Fighting poverty and exclusion: sustained effort but an implementation gap.
                     
(cf.
Joint Report 2006)  Between utopy and truth: to uproot the poverty and the exclusion
                      within 2010 without to operate radical reforms - structural and with adequate resources.
 

   AXES TO BE DEVELOPED  by focusing attention in the interaction between precariousness

   AIM of the 10th CONFERENCE:
        
  1.   Retrospective evaluation:  "in these 15 years, what has changed, in both positive and negative ways ?
                     To look backwards in order to go forwards...

               2.  Perspectives and proposals for the future:  for absolute priorities in RIGHTS and ACCESS to Health &
                     Social Services for homeless and psychical suffering people.

   METHOD
           A.
INTRODUCTORY SESSION :  beginning with various interventions – the basic theme seen from
                      different angles and viewpoints: philosophical, sociological, political and sanitary – aimed at
                      studying in depth the key concepts of exclusion / inclusion, rights and access to rights and the
                      prevention and treatment of mental health problems, followed by variations:

  
         B. THREE   SYMPOSIUMS  focusing reflexion in :
                        1.  Promotion of Mental Health : intermediation & outreach
 on in the street – home – institution;
                              to be present, looking for re-socialisation – participation – reintegration;  where the person feels
                              solitude, where we find an expression of the social and health needs of both Italians and foreigners
                              at risk of abandonment or chronicity;  outreach intervention aimed at prevention, assistance,
                              guidance.
                        2.  Work rehabilitation - Participation - Social Cooperatives : work, what type of work, for whom?
                              What kind of work rehabilitation are we talking about? In what sense are social co-operatives
                              promoters and facilitators of social inclusion – or are they simply in danger of reproposing and
                              accentuating even more processes of exclusion and the creation of “ghettos”?
                       3.   Immigration – Dignity – Health: between welcome – integration & discrimination; dispensaries,
                              Social & Health care guaranteeing the right to health – with quality services – to all those who
                              cannot  access local health services because of subjective, structural and institutional barriers.

           C. WORKSHOPS : presentation & exchange   - observation & analyse  about daily practices

 
          D. ROUND  TABLE   :  PROSPECTS and PROPOSALS : completion of the cycle of 10 conferences with a
                     synthesis which high-lights the absolute priorities and proposes new perspectives and initiatives in
                     line  with these priorities.
