SMES-EUROPE is pleased to invite you to PRATO on January 26,  where we are continuing, by this 2nd Pathway, the preparation of 10th European SMES Conference, which - as you know - will take place in Rome from the 18 to November 21, 2007.
 

 BASIC THEME  of the Conference: "Mental health and Social Exclusion: since 15 years which changes?...
      into positive or into negative?   Which priority strategies have or should acting out in relationtion to : 

               1.   Mental Health & Social Exclusion:  mental health is not a priority in Europe  
                     (cf. Green paper European Commission)

               2.    Fighting poverty and exclusion: sustained effort but an implementation gap.
                      (cf. Joint Report 2006)  Between utopy and truth: to uproot the poverty and the exclusion
                      within 2010 without to operate radical reforms - structural and with adequate resources.
 

   AXES TO BE DEVELOPED  by focusing attention in the interaction between precariousness
      marginalisation - mental illness 
           1.   Mental Health  and community;   desinstitutionalisation - intermediation - outreach  
               2.    Work :  Rehabilitation - participation -  empowerment
               3.    Immigration:   Diversity &  Identity  -  Welcome  &  Participation  -  Health & Dignity


  KEY WORDS:  Dignity & Right    -   Health  & Access   –   Prevention & Participation   -   Cohesion  &
       Solidarity  which  sense  today of  these words ? ....in this context ?...
   AIM of the 10th CONFERENCE:
           1.   Retrospective evaluation:  "in these 15 years, what has changed, in both positive and negative ways ?
                     To look backwards in order to go forwards...

               2.  Perspectives and proposals for the future:  for absolute priorities in RIGHTS and ACCESS to Health &
                     Social Services for homeless and psychical suffering people.

    METHOD
           A. INTRODUCTORY SESSION :  beginning with various interventions – the basic theme seen from
                      different angles and viewpoints: philosophical, sociological, political and sanitary – aimed at
                      studying in depth the key concepts of exclusion / inclusion, rights and access to rights and the
                      prevention and treatment of mental health problems, followed by variations:

            B. THREE   SYMPOSIUMS  focusing reflexion in :
                        1.  Promotion of Mental Health : intermediation & outreach  on in the street – home – institution;
                              to be present, looking for re-socialisation – participation – reintegration;  where the person feels
                              solitude, where we find an expression of the social and health needs of both Italians and foreigners
                              at risk of abandonment or chronicity;  outreach intervention aimed at prevention, assistance,
                              guidance.
                        2.  Work rehabilitation - Participation - Social Cooperatives : work, what type of work, for whom?
                              What kind of work rehabilitation are we talking about? In what sense are social co-operatives
                              promoters and facilitators of social inclusion – or are they simply in danger of reproposing and
                              accentuating even more processes of exclusion and the creation of “ghettos”?
                       3.   Immigration – Dignity – Health: between welcome – integration & discrimination; dispensaries,
                              Social & Health care guaranteeing the right to health – with quality services – to all those who
                              cannot  access local health services because of subjective, structural and institutional barriers.

            C. WORKSHOPS : presentation & exchange   - observation & analyse  about daily practices

           D. ROUND  TABLE   :  PROSPECTS and PROPOSALS : completion of the cycle of 10 conferences with a
                     synthesis which high-lights the absolute priorities and proposes new perspectives and initiatives in
                     line  with these priorities.
 

PREPARING  TOGETHER  THE  10th CONFERENCE
PARTICIPATE  IN   2°  PATHWAY   :  PRATO 25-27/1/2007

   General Objective :    PREPARING THE CONTENT  and the PRE-PROGRAM OF  10th CONFERENCE
                                                 " 15 years after ?...  looking backward, in order to go forward...".

   Specific Objectives  and expected results!
       1. To define the contents to be proposed, as well compared to the general topic of the conference.
       2. To propose the subjects of the workshops, before diffusing a call for abstracts.
       3. To propose any experts for interventions
       4. To work out an outline of program
       5. To propose titles
       6. To suggest complementary and parallel initiatives (posters, vidéos, exposures....)
       7. To propose a methodology of active and adequate participation... (mini groups spontaneous...)

 and finally.... to start to prepare the reflexion on the future of SMES: ré/inventer SMES-EUROPA

AGENDA  Thursday  25  January    -  afternoon welcome & visits   

    HORAIRE :  until  14 pm  time for welcome  and hotel registration

                                    THREE  VISITS / EXCHANGES   of innovatif and pilot projects  concerning the 3 main topics :
                                    1°  Mental Health  :  desinstitutionalisation  - intermediation -  outreach; 
                                    2°  Work :                     rehabilitation - participation -  empowerment  
                                    3°  Migration :            welcome - integration - citizenship

   METHOD :  
                                   1.    To deepen and discuss around a table, (max. 1h30 by visit): with the workers, users,
                                           administrators (+ political people ?...) similar experts of initiatives,
                                   2.    The responsible of project will present in an "evolutionary and dynamic" way
                                           (retrospective - report - prospect...) the center and service, in relation with:
                                           a)     Problem and need such as it was..., such as it is advanced... and how one prepares
                                                    adequate answers to the evolution of the need.
                                           b)     Users - recipients and operators and how evolve/move participation - formation -
                                                    network.
                                           c)      Policies: legislations and Administrators: provisions....

                                   3.    To finish with synthesis which focuses current priorities - prospects - proposals.,

  Devoted to in-depth study of themes and elaboration of a draft programme

   The day will be divided into three parts, about 2 hours each on each theme : 1. Health ;  2. Work;  3. Migration

THEME 1 :  Health – mental health and the community / community care

Outreach and intermediation in the street, homes, institutions, where a person feels alone, where social and health needs are most evident.

 

    Presentation and  discussion with local experts

 

    KEY WORDS : Intermediation – outreach – deinstitutionalisation - prevention –
       rehabilitation ....

 

   15 years on...   in relation to : programmed prevention, integrated assistance,  lasting rehabilitation ?

   Now……….      What kind of intermediation, efficient and effective, in the street, homes, institutions, where the person feels solitude, where we find an expression of the social and health needs of both nationals and foreigners at risk of abandonment or chronicity….

 

WORKSHOPS :  there are several possible subjects regarding the community :
        on the street – at home – in the institution   

1.       Presence and action in the community : street teams, mobile teams, domiciliary services,
        work in prisons….

2.       Needs and responses :  for the family – the person : chronic – suicidal – substance
        dependent etc

3.       Collaboration and  synergy : formal and informal networks between public and private,
        social and health…
4.       Permanent training for workers : research and exchanges

5.       Active Participation  users – families – workers - administrators

         possible alternatives to the job market, rehabilitation and social co-operatives, what are their aims ?

        reception, assistance, proximity. The right to health and safeguarding access to health and social services.

   15 years after  ... what is exchange compared to the past about the presence of the immigrants
       with permission documents and without?
     today   ...    the which situation compared to the past about the legislation and with the
       programs: reception - integration - rejection; ambulatory and social and medical
       dispensaries which guarantee to all the right to health, even with those which do not have
       right of residence. .
