INVITATION  

We invite all those who work for the mental health and social rehabilitation of   mentally ill homeless and socially excluded people to the 10th SMES conference in Rome 2008. Together we will review the ideas and experiences developed over the last 15 years, especially about :

      community care and outreach

      work and social inclusion

      migration and  citizenship

We want to help build a European community for all !

 

OBJECTIVES  

SMES began in 1992, with a small conference in Rome. 

Since then, 9 further European conferences have been held to promote the critical exchange of ideas and experiences between professional and voluntary workers in the following areas:

 

        'Model' of society and health/mental health system';

        Practical skills and procedures

        Proposals for future projects and interventions
        Highlighting the disgraceful plight of the homeless mentally ill in Europe.

 

FOCUS

The 10th SMES Conference intends to focus critically on the following areas: 

  1. MENTAL HEALTH : Care and cure,  inside and outside; the dialog and interaction
    between the various sectors supporting health and mental health in the community
     

  2. WORK : The problem of participation and work for the socially excluded people.
     

  3. MIGRATION : The access of migrants to health and social services and the rights of citizenship.

 Reflection proposed as general introduction by Lambros Couloubaritsis, 
 Professor  of  philosophy in Université Libre de Bruxelles  ULB (Belgium)

 Complementary contributions and discussions will be proposed by discussants,
 practitioners experts in  :

  1. Mental health: what means well being for people, who psychical & social suffers discrimination & stigmatisation because of their mental disease ?

  2. Work: what means empowerment for people 'absolutely' excluded by  active participation ?

  3. Housing: what do 'home' - privacy - identity  mean for people excluded from the 'right to a home ? .

  4. Migration: what means integration for people who are not welcome and who suffer of suspicion in reason of their diversity ?.

(Each of these 4 contributions will be illustrated by a short video).

  THEME 1 MENTAL HEALTH and Social Exclusion 15 years on…:

                                    a)  What kind of dialog and interaction exists between the Mental Health Institutions and
                                          Social Organization ?

                                    b) What about severity of poverty and exclusion in reason of mental illness and homelessness ?
                                         between resignation and challenge ?...

                                    c) What kind of participation and involvement exists between users, customers, families and
                                         their representative associations?

        Welcome by local authorities

        Presentation of the 1st Theme of the Conference.
             CARING: Who takes the initiative and how do they continue?
             How do diagnosis and treatment work in homeless settings – the street, abandoned
             building or shelter?
             Key words: prevention - bridging  – rehabilitation – de-institutionalisation –
             'community' care - outreach.

ROUND TABLE 1 :  15 years on...,

        What kind of mental health in Europe are we talking about ?
             Ambivalence between : inside and outside, in-patient and community services, rehabilitation
             and social ostracism.
             What kind of dialog and interaction between the Mental Health Institutions and Social
             Organization ? offering public & private services and supporting in community people suffering
              of double exclusion: mental illness and a condition of serious poverty.

                In these 1st Round Table the experts from different European countries, exchanging  knowledge
                and competence, will focus critically on the following topics : models of society and of
                health/mental health divers systems and practices,
evaluate progress, denounce failings
                and underline any absolute priorities.

ROUND TABLE 2 :  Outreach and bridging  

             In this 2nd Round Table the team leaders from various European capitals: Lisbon, London,
             Madrid, Rome, Oslo, Paris are invited for an exchange about "outreach divers practices".

             What kind of dialog and co-working between private and public sector in preparing and
             discuss program and projects, aim and objectives, instruments and resources and -
             finally - in serious and scientific evaluation of  action and results for abandoned people.

  THEME 2 :      MIGRANTS:  HEALTH AND DIGNITY 
                                            Welcoming the differences: 
those without housing – work – health…..

14:30-15:30  

Migrants : Existent or Inexistent, an uncomfortable presence.

·                What means 'intercultural mediator ? what kind of attention is necessary to understand
             and answer in 'other ways' than 'charitable assistance' ?

·             Understand differences; integration is subsequent to of good 'first welcome' .

              The mental and physical health of immigrants is at risk in the same way as that of the
             homeless.

·                Since 1992 what has changed and what needs to be changed at the legislative level in
             Europe?

             Key words:  rights and duties – health and service quality – access and barriers – respect
                                      and rejection – identity and integration.

1st WORKSHOP SESSION :  Mental health: intermediation, outreach.
                                                                      Some suggestions about this session:

1.1   Community services : precocious diagnosis and careful support and
         accompaniment could often prevent crises and chronic situation.

         How , where and with whom  does this happen.  
          
1.2   Interdisciplinary working : Co-working in holistic view.
         What kind of partnership is possible and effective between psychiatry
        (diagnosis and treatment) and social service (care and assistance providing) ?

1.3   Methods of service provision :  how does one make outreach effective so that
         the service is truly accessible in the community ?

1.4    Migrants : the effect of culture on health and illness.
          The rights of migrants to health and social services 

Friday 25th January

  THEME 3:  WORK &  PARTICIPATION, work which excludes and work which includes.
                                    *  
The meaning of work in our society
                                    *   
Possible alternatives to the work market
                                    *    Working for the market, social enterprises and co-operatives.
                                    *    What has changed in relation to people with social and mental health problems?

ROUND TABLE 3     WORK :   Presentation and discussion with the experts :

                  1.     Re-invent work

                                  -   the pressures of training, adapting work to the person.

                  2.     Social co-operatives:

                                  -   alternatives to productivity

                                  -   participation and democracy.

                  3.     Black market work:

                                  -   facilitate participation in order to prevent exploitation.

                  4.     Comparative practices and legislation: 

                                  -   discussion between various European cities.

2nd WORKSHOP SESSION    “Work:  social enterprises – rights – solidarity”
                  2.1    Health and dignity are also expressed through work as a form of realisation of the
                           person.
                  2.2    Social co-operatives and job rehabilitation for those who are non-competitive and
                           non-productive but who wish to participate and contribute as active citizens.
                  2.3    Migrants: exploitation and participation, innovatory methods of integration, closeness
                           'proximité' and participation.
       Key words: production, competitiveness, consumption, job rehabilitation, social co-operatives,
                             wages.
 ROUND TABLE:    Synthesis and proposals
                                        for an inclusive and supportive Europe.

What has not been changed  but needs to be changed so we can go from words to actions
and help “
reduce poverty and eradicate exclusion and discrimination, offering equal opportunities
at the level of
  1. Legislation and administration concerning rights and access  to health, housing, work, migration
  2. Interdisciplinary working between health and social workers, partnerships between public and private.
  3. Daily practices and quality of life and services.
    Lasting involvement of the whole of society and the mass media.
  4. Lasting involvement of the whole of society and the mass media.
