Art 18 The right to asylum shall be guaranteed with due respect for the rules of the Geneva Convention...

Art 19 Collective expulsions are prohibited.
No one may be removed, expelled or extradited to a State where there is a serious risk that he or she... .

Art 31 Every worker has right to working conditions which respect his or her health, safety and dignity. 
Art 31 1....2.... 3. In order to combat social exclusion and poverty, the Union recognises and respects the right to social and housing assistance so as to ensure a decent existence  for all those who lack sufficient.
Article 35 Everyone has the right of access to preventive health care and the right to benefit from medical treatment under the conditions established by national laws and practices.

DESTITUTION


   DESTITUTION is
permanent state in which a person (homeless... migrants...) is almost completely lacking
   in resources or means of support: an extreme state of poverty, lacking of basic needs, common things such
   as shelter, clothing, food, health or education, all of which determine the quality of life.
   Destitution is as a consequence of exclusion from official assistance and of lacking perspectives to improve
   the situation in the near future..

   Destitution is shaming. Both for the individual and for the society that tolerates it…

    Absolutely no one gains from the present state of affairs. Neither government, community.

ITALY : National legislation & Criminalization of illegal migrants


Italy approves bill which makes irregular migrants criminals

Italian parliament approves controversial measures aimed at fighting illegal immigration

 

02 July 2009, the Italian lower house of Parliament approved legislation, which criminalizes irregular migration.
This is the latest effort by Italian Premier Silvio Berlusconi’s centre-right alliance to get tough on illegal migration. 
The legislation makes :

a) entering or staying in Italy without permission a crime punishable by a fine of € 5,000 to € 10,000

b) it also imposes a prison term of up to 3 years for anyone who rents housing to an irregular migrant. The Italian Senate still has to approve the legislation. The European Commission said that at this stage they will not take a stand on the approved Italian bill, because it still has to be approved by the Italian Senate.

   The budget bill amendment in 2009 hides a pearl in its documents, the objective assigned by the Minister to stop the people who help
   illegal aliens.

   5000 is expected in 2009, and the goal is 5 500 in 2011.

On behalf of this law that a woman who gave food to the unfortunate refugees at the port  of Calais and recharge their mobile phones, was placed in custody, on behalf of the same law that a search has been conducted at the center of Marseilles Emmaus, ending again in the custody of one of the leaders of the community.
