Who owes what to the very poor ?

Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond  his control. (Art.25    UDHR )

Everyone has the right to respect for his or her physical and mental integrity. (Art 3)
In order to combat social exclusion and poverty, the Union recognises and respects the right to social and housing assistance so as to ensure a decent existence  for all those who lack sufficient. (Art 31 1....2.... 3)  
Everyone has the right of access to preventive health care
and the right to benefit from medical treatment under the conditions established by national laws and practices.

WHY to realize the next European XI Conference SMES - 2010 on Bucharest ?

1.  EXTREME POVERTY  &  EXCLUSION : In 2000 in Lisbon Europe would to make a decisive
      impact on the eradication of poverty and social exclusion.

     TODAY  poverty has not been significantly reduced, and the gap between rich and poor continues to
       increase. Even with the worsening financial and economic crisis, this situation is rapidly deteriorating :

79 million people in Europe live in poverty and more and more are at risk of social exclusion.

In Romania “absolute” poverty is widespread and many people are affected by material deprivation and social marginalisation which is intolerable .

The Commission and Parliament designate 2010 as the European Year for combating poverty and social exclusion :  the ‘Active inclusion’ is based on three inseparable and complementary pillars:

1. assistance for a sufficient minimum income,

2. inclusive labour markets,

3. access to quality services.

BUT, what are the concrete plans of action, effective proposals that will enable each of these 79 millions of people not only survive but to live their lives with dignity ?

MENTAL HEALTH/ILLNESS  & EXCLUSION : mental health at European level does not
      appear to be considered a priority on Health policy and in Romania, the situation is worst . (cf. Green
      Paper on Mental Health of Commission and many doc. online concerning mental health in Romania)

The Commission proposed a Pact for mental health.

The implementation of this Pact focuses on five
priority themes, that can offer inspiration for our
conference :

1. Prevention of Suicide and Depression

2. Mental Health in Youth and Education

3. Mental Health in Workplace Settings

4. Mental Health in Older People

5. Combating Stigma and Social Exclusion


AIM & METHOD OF CONFERENCE

 

AIM : SMES-Europa, through the XI European Conference on 2010 in Bucarest intend to contribute -  especially in this difficult period of financial & economical, social and political, cultural & ethical crisis -    to participate and support the process of TRANSITION  into sustenable INCLUSION,  bring us together in

  • sharing ideas,

  • exchanging  experiences,

  • elaborating proposals & project

  • debating & reflecting on the general THEME :

SHARING & PARTICIPATING, a challenge for active inclusion promoting Dignity and Health, increasing access to health & social services for the most deprived people.

 

METHOD :The proposed basic theme   "sharing & participating for active inclusion...", will be analyse in six pathways preparing the topics of workshops.

We will propose to organise these pathways in 3 divers Rumanian cities: Timişoara, Brasov, Iasi....
