SMES-Europa invite you to participate in the
first Pathways, preparing the 11th
European SMES conference.
This 1st Pathway will held to Bucarest at 5-7
July 2010.
CONTEXT and INTRODUCTION of 1st
PATWAYS :
OUTREACH:
Reaching out (to go meeting) - mobile units –
work of street...
:
are an essential part of the same topic and
principle: deinstitutionalization - to leave, to
go out of the globalizing institution, in reason
of humanist and human wright principle and of professional
competence, of method of action and of
alternative in daily practices.
But what is meant by deinstitutionalization if
not to enable and facilitate people to live his
live where and how it can, with all possible and
necessary community support ?
But when for deinstitutionalization means simply
or primarily to free hospital beds to "
rationalize = save ..." without predisposing
viable alternative and innovating , the
consequences can be summarized in "abandonment
and loneliness of the individual and the family
and - moreover - with a wasting of resources as
well human as economic.
In this context the outreach may be nothing more
than a crutch or palliative, an assistance Good
Samaritan "assistance in an emergency," with a
rehearsed centenary of the good action, good
self-esteem & conscience, good intentions and
now even the "good practice…"!
AIM :
with
this "OUTREACH" pathway we would like to compose
: exchange of experiences, evaluation of results,
difficulties and challenges, proposal of
experimentation around the key words, which
thereafter will be proposed with those which
could take part in the Conference of Mars and
more specifically in the Workshop “Outreach”:
1.
When the interconnection between
deinstitutionalisation - outreach -
rehabilitation becomes method and
daily practice in order to guarantee
participatory and sustainable active inclusion.
Sharing (+) and (-) experiences.
2. Outreach - as a professional aptitude
(to leave the Institution) and new approach
(to go where they are - home, shelters,
street, squat ....). When nobody asks anything,
but the “invisible” need for the ones becomes
urgent for the others as well in the prevention
as in the treatment and accompaniment…
3.
What kind of method : and
accompanyment – support practices for : homeless
(chronic) in the street; homeless & mentally ill
people; children &young; drugs & alcohol addicts;
ethnic minorities, etc.
4.
Urgency: between charitable assistance
and abandonment When death scares them (political
body) and is denounced for others (charitable)
but does not change anything in the usual
indifferent ...
5.
Teams 'mobile': mobility of
thought and creativity foremost ... When social
and health (worker – sector – system) meet, what
is the part of ALL civil society ?
6.
Volunteers - Voluntary -
Professionals: which possible synergy? (Remember
2011 is Volunteering European Year) lease inform
me as soon about your arrive and depart in
order to book hotel room for you.
7.
Continuity and sustainability : When people leave the
« institution », what means "to take care of this people"
and the continuity and sustainability of cure - treatment -
care ?
8.
Prevention in the first : In what way to prevent the abandon, loneliness, exclusion of
more vulnerable people ?
