Introduction to workshop themes  in plenary session:  if one prioritises a person-centred approach, does that open up access to services?

1. Entrenched rough sleepers: what resources are required ? Does partnership work ?
   What results can be achieved? And what obstacles must be overcome?    

2. Emergency shelter and temporary housing, support and sign-posting. 
   Who and what accompanying measures to prevent that at the end of emergency the program the  people find himself again back on the street ?  

3. Moving from homelessness to home – how can one guarantee a sense of belonging?

4. Prevention : at the streets (no two nights in a row on the street...)  at the shelters and at home regarding especial people at risk  as migrants European & extra EU, women and children,

5. Dignity  &  Well-being:  how  will be possible working  together  (mental health and social services of public and private Organisations)  for a very difficult situation, when the solution seems very IMPOSSIBLE?   cf.   "Dignity & Well-being project"

After 20 years of national and European programs for fighting poverty and for promotion of deinstitutionalisation reforms, aimed by the promotion of respect of dignity and well-being,
we will ask :
    -   During those 20 years  what has changed in a positive or negative way ?
    -   What's changed about: ideas and aptitudes  -  policies and resources - services and practices ?
    -   What  was innovative and creative and what  of  simple repetitive assistance ?

What should - absolutely - change on ideas and skills - and system roles - policies and resources ?

In this time of crisis are still allowed creative ideas and innovative projects ?

2 ^nd  Round Table :  to exchange, co-working, for to restore hope:  what seems absolutely impossible on your own,  it is probably more possible co-working and realising synergies that do not  flatten on "pensée unique & standard action" or standardized, but strengthen  motivation and tenacity in order to promote right – dignity – solidarity in favour of people living in extreme precariousness conditions .

Exchanges  with delegates of  Organisation and European Networks with which SMES-Europe works: ATD International - CARITAS EUROPA - EAPN - FEANTSA - MHE-SME - PICUM .

Presentation of socio-health strategies programmed to respond with concrete and coherent proposals to priorities of this strategic European plan 2020.
