ballred.gif (924 octets)   OUTREACH - EMPOWERMENT - NETWORK are the keywords of the 7th SMES SEMINAR  wich will be an excellent opportunity to exchange - in plenary sessions and in workshops - in order to engage in theoretical and practical discussion.
ballred.gif (924 octets)   WE WANT TO HAVE MORE IN-DEPTH reflection, about different aspects of outreach - empowerment - network: politics, ethics and practicalities ! The abstracts now and the speeches at the seminar time, must involve the participants and helpful to think about the broad issues that apply to everybody, wherever and however they work. It will help to open up our minds and stimulate discussion, and will be useful for launching and carrying out new experiments and further developing earlier ones aimed at a real and lasting improvement in the lot of society's rejects, left to cope with physical and mental health problems, poverty and social exclusion.

OUTREACH    is a word often used in the context of professionals working with homeless people. It is a simple word with a variety of meanings, encompassing contrasting but also complementary ideas: "perception and aptitude in approaching and forming a relationship" and "taking action by being on the spot and becoming involved", as well as its everyday meaning of  "prevention", "assistance" and "inclusion". Topics suggested :
A1. Outreach teams on the street: what kind of team, what kind of work, with which perspective for inclusion. Typologies, methodologies, multidisciplinary systems and pluralism.
A2. Body and words: between the street and the surgery, inside and outside; how to listen to the body and take care of the words, right there where they are expressed, outside and/or inside the institution ?
A3. Mentally ill people abandoned on the street: aside from abandonment and rejection, what are the questions raised here?  Difficulties, collaboration, innovative initiatives, programmes and pilot projects for crisis intervention, assistance management and co-working for development.
A4. Drug and alcohol abusers & addicts: suicide risks & temptation…, between committing the act and daily rejection of life. Detox in order to reintegrate or reintegration in order to detox ?
A5. Children and young people at risk: prevention, tutoring and help for them and for their families
A6. Immigrants & refugees, "regular or illegal" : between integration and rejection, visible - non-existent people: political and juridical, ethical and humanitarian perspectives....

TOPIC B : EMPOWERMENT

EMPOWERING :
The culture of "giving assistance" and "taking in charge", as "medication" should be changed, into a new culture of "taking care for empowerment ! "   Believing in the possibilities, even if they are residual, of each and everyone for facilitating the "re-appropiation" of their own personal skills, abilities, possibilities. Rather than "taking the place of", "leaving the place to…" so that each one can find back his/her unique and own place within society, and becomes therefor "included", with his/her difference.
In what way to provide the necessary financial, technical and legislative support; create and reinforce conditions for access in a comprehensive way; provide appropriate support to strengthen the position of vulnerable people in informal reciprocity systems; promote special schemes to support disabled and vulnerable people in their work as careers; develop initiatives for promoting their active participation in civil society and decision making processes.

Sustainable re/appropriation for acces... &   participation !…
B1. Who is Responsible for Whom? Between sharing responsibility and delegating it… When shared responsibility and mutually agreed decisions become synergy !
The relevance of the work of the volunteers….
B2. The Word as Power : free expression of speech that has been rediscovered, whispered, spoken, shouted, scribbled down, written, so that it can be read and heard!  "THEIR" pilot projects, finding alternative initiatives: "their" newspapers, magazines, books, radio, etc…
B3. Housing access & family: having one's own place...a home and privacy! The quality of one's dwelling and having support to maintain and improve it!
B4. Health  &  Social Interface : "No health without Dignity " free & easy access and - when necessary - accompanied ! Quality of health care:   the "health shops", the pros and the cons.
B5. Social Job Market/ Training and Life Projects what type of work, creative and remunerated, and what type of participation ? Social Cooperative where everyone participates as a member with full rights!
B6. Inter-vision & inter-training for adequate and appropriate inter-action & intervention of volunteers , voluntaries and employees. Pluralism and multidisciplinary, complementarily in diversity for sharing ideas and changing our practice !
